PRESIDENT ULYSSES S. GRANT - CIVIL APPOINTMENT DOUBLE SIGNED 11/22/1876 CO-SIGNED BY:LOT M. MORRILL . ULYSSES S. GRANT and LOT M. MORRILL. Unique partly printed DS: "U.S. Grant" TWICE as President and "Lot M. Morrill" as Secretary of the Treasury, 1p, 19½x14¼. Washington, 1876 November 22. In full: "Know Ye, That, reposing special trust and confidence in the integrity, diligence, and discretion of James A. Dumont, I do appoint him Supervising Inspector General of Steamboats and do authorize and empower him to execute and fulfil the duties of that Office according to law; And to have and to hold the said Office, with all the rights and emoluments thereunto legally appertaining unto him, the said James A. Dumont, until the end of the next session of the Senate of the United States, and no longer, unless this Commission be sooner revoked by the President of the United States for the time being. In Testimony Whereof, I have caused these Letters to be made Patent, and the Seal of the Treasury Department of the United States to be hereunto affixed." President Grant has boldly penned vertically, on the body of the text: "Canceled/U.S. Grant". The seal was not affixed. Docket on verso: "This commission was inadvertently made out to fill a vacancy, when in fact the officer suspended was only suspended; therefore a different form of commission was required, and was made out November 23rd, a day later than written." So it seems that Dumont was appointed acting Supervising Inspector General of Steamboats the next day. Steamboats carried passengers on the Mississippi, Missouri, Ohio and other great rivers before the development of railroads. It was not until the first year of the Grant administration that the first transcontinental railroad was completed at Promontory Point, Utah, linking the Central Pacific and Union Pacific railroads and the east and west coasts.
